I like your scenario,however,a nuke exchange wouldn't be feasible just due to the destruction each Country would suffer,ie: the area/country Nuked,would be(for lack of a better expression)annihilation of resources,rendering the (Nuked)areas unuseable for decades if not hundreds of years to come
