Every state and city can set their own voting laws for their local elections.
What they CAN'T do, per the Consititution, is allow non-citizens to vote in a national/federal election (Congress/President, etc.) It is specifically stated that only "citizens" can vote in those.
If white people in NYC vote to allow non-citizens to also vote in their local elections, that's their choice. It's stupid, but being stupid isn't illegal.
