Why would the USA and USSR sign a treaty prohibiting the use of weaponized weather modification if they didnt possess or intend to possess the capacity.

Idiot. This only works due to the amount of energy converted into heat inside a rocket engine. Even then it's a miniscule rain shower considering 1 inch of rain over 1 acre is 27,000 gallons of water. Despite the enormous energy budget this could hardly be considered weather modification. Real weather mod does exist, but works by tweaking condensation nuclei or atmospheric reflectivity to harness the immense power in solar irradiance. There is so much power hitting the upper atmosphere that 1 hour is equivalent to mankind's entire energy budget for a year. This evaporates oceans, drives the wind, and creates biomass. Maybe point to a real weather mod program if you want to prove it exists. I have colleagues who earn their living doing it. It's no secret. This stuff you posted is crap, and would actually prove weather mod is impossible due to the unobtainable power required.
