Even if he were prosecuted and found guilty, all he has been accused of is sleeping with a 17 year old in a jurisdiction where 18 is the age of consent. Not that that's upstanding behaviour, but it's hardly the epitome of evil.
My read on this is that he's making this request (or his lawyer is) to protect the serious child rapists on the list who're happy to have a goy royal up front doing their dirty work.
