Their common meta-symptom was a positive test, and they have been told (and believed) that this is an emergency situation - that is how, at least.

They do deserve a penalty, though they also deserve to extract a penalty from the liars who jewed them with the clot shot, the test, the overstated severity and such, so I would bypass that intermediate step.
