The 13th amendment now (post-revision)reads:
"Section 1
Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.

Section 2
Congress shall have power to enforce this article by appropriate legislation."

I believe a lot of blacks are convicted for interracial crimes, and in that case, slavery may be better as a deterrent than capital punishment.

Slavery would be a better punishment than prisons imo. Why should innocent people have to pay for wrongdoers to be useless?

I'd give courts the power to hand down a set of security requirements and impose debt. Then it's the convict's duty to satisfy them. If they're so useless that no prison will accept them then they get outlawed and banished.
