I've had the feeling this was the case from the start. The are pushing this hard in every western country, but not nearly so hard in all the non-white places. Hardly at all in Africa.

Then the situation with the border jumpers not getting vaxxed just put the cherry on top.

Because they're illegals, they are not in their home country and the host isn't sure if they can sue them based on how they were treated.

TL;DR Without governments to sign a contract on the people's behalf (to say they're not allowed to sue, like the US government has told US citizens), they can't send clot shots to them for fear of....being sued by the family of some guy they killed (because there's no government to do it).
