I really like the lemmy code base personally. My greatest criticism of this site is the code is not opensourced. We only have at it on system's word that PM's are private, for instance.
It's a fork of the lemmy code base (which is used by goatpen.co). Features no swear filtering and some other benefits over the standard lemmy stack.
I don't know where he is hosting it but clearly not the right place. I also don't know where he came from but I suspect it's a ruqqus / votal.net spillover.
