Some people compare it to wrist bands and the belt that's used for dead lift but it's not the same. It's a rubber band that lifts the weight for you.

It's called a "sling". When you bring the bar down when doing flat-bench-pressing, it slingshots back upwards. It creates a sort of trampoline that allows you to skip through the hardest part of the motion.

Sort of. Some buddies of mine at the gym use it sometimes. I've never used it myself so I can't really describe it firsthand but they say that it works slightly different muscles and gives a different sensation than regular benching. Kind of like using a multigrip bar, which forces you to use less weight than you normally would because your grip is different. Just something to mix it up a little, not to use all the time, every time you bench.
