This might be a methodology issue. I tracked down the article and it doesn't cite that claim. It only links to the cencus bureau's yearly report. I found some other reports where data for western countries starts around 1960, when the U.N. started keeping track. I'm thinking it's either a deceptive claim (It's the lowest since 1959 becuase we didn't measure it in 1959!) Or they inferred it from other information.
