This is testing.

They are testing different methods of getting this through. Sure this one is sloppy and ham-fisted and would never make it all the way through. But they will note carefully what stopped it, and they will try again. And again. And again. Look and see what has happened with gun rights. Go ahead. This is just them doing it all again.

them trying to ban your entire life should not be surprising at this point. why test - the rule of law is not important to these people. my point is that the House passing something is meaningless showboating for their constituency and doesn't mean much in terms of becoming law. As it stands such a program has zero chance of passing Congress and if they want to implement it they'll just do so arbitrarily. A House vote is about letting their Congress people brag at home to their idiot voter base.
