I was referring to the back room deal between GCHQ and it's sister organisation the NSA.

Both agencies have total free reign to operate abroad but strict rules and regulations when it comes to spying on its own citizens.

So when the NSA want to really spy on a US citizen in the US, they get GCHQ to do it. And when GCHQ wants to spy on a UK resident in the UK, they get the NSA to return the favour.
