TBH there's usually a lot of nonfunctional requirements and infrastructure to write when building a product. So in fairness, the tech lead should start working on that stuff immediately, and also work on system design with the known requirements.

Same, one of my conditions for taking on projects is generally that I need to have a high level of control over the design. Too many stupid design decisions make it through otherwise. I'll take on pickier clients if I don't have any others to pick from, but this really speeds up the development process.

Liberals view of the folk who DO the ACTUAL work. IN ANY situation. Just let the "X" achieve the MIRACLE, while THEY take the credit (and everything else) for it.
