There's a difference between a politically correct answer given openly versus internal feelings not shared openly. How many Asians are going to openly admit they don't like blacks in the United States, when any ounce of perceived "racism" is treated hysterically? It's apparently based on election data, and election respondent rates have always been low, so it's not super duper representative of any wholes. Makes sense that niggers would rank themselves inordinately high just because they're the type to vote; probably makes them feel clever. Respondents are basically given an open ended question to come up with a number, and then that number is aggregated into a "rating".

Respondent 1 knows that their neighbor helps mow their lawn in the summer and that gives a favorable impression of all of that race....

Respondent 2 lives next to a slob who makes the neighborhood look bad and that gives an unfavorable impression of all of that race...

Respondent 3 gives the rating based on the politicians/political actions of each race asked about...

What the fuck does that number have to do with anything? Bullshit survey and results.

I think there is a huge amount of context missing. It says on the bottom that this was election research, but how exactly this relates to election and what specifically they were asking or hoping to measure is unclear.
