A $30 low range (LORA) radio that you can set up like a repeater in a Tupperware container with a little solar panel. And use your cel phone to communicate talk or txt with.

You bet.
The fact you don’t need a license for them, and being so cheap makes them super useful to just plant all over the place to avoid telecoms completely within your area.
If a couple neighbours pitched in and bought 100 of these things with little solar panels in Tupperware containers for $4-6000 they’d have an uninterrupted private Cel network for 2-300 square miles, and they wouldn’t even have to stop using their favourite smart phone.

What the average person doesnt know they need is a perimeter drone capable of identifying and disabling other militaristic drones.

Without being to specific, I suppose I can imagine possible ways to make a drone disarm other drones, but how would one properly identify them as a threat other then just by type?
