Latvia, Estonia, and Lithuania were pagan Slavic cultures for thousands of years. That is their homeland. The knights hopitaler were tasked with eradicating the grand duchy of Lithuania which had conquered the entire region by the pope because of their pagan beliefs. The last crusade was against white pagan europeans.

Geographically, they were part of the Prussian empire once, I believe.

Genetics would indicate they are in fact Slavic.

Genetic Heritage

Perhaps the Baltic states (Estonia, Lithuania, Latvia) can best be described as culturally moderate "Germanic" peoples, but genetically dominant Slavic ancestry.

They are Slavs that want to be Germans, even more so after Communist Soviet occupation.
