pallets of paper are probably never shipped via air and if one did arrive, it would attract extra attention at customs. thats why boat would be the preferred method by the communists. The pathway for the ballots to make it safely is prearranged using intelligence assets and is something that needs planning and time for. If an unsuspected bump in the road occurs, like ships stuck at port, there may not be enough time to establish new safe smuggling routes. Thats not to say any of what im saying is correct.
