That is not what they are doing. They block VPN's because someone used the IP range that you (or whoever can't access the site without doing a capcha) are currently using with your VPN or other proxy. Hackers use the VPN's and proxies to attempt to gain access to websites to steal information or delete information or to shut a website down using DDOS attempts. That is why those services tend to not work.
Either do the captchas or change the VPN's location or use another proxy or tor IP. The website is not trying to track you it's trying to keep itself safe from the bad guys who don't like that website.
Try 100 different IPs until you find one that hasn't been blocked yet, or allow Cloudflare and Google to execute code on your machine and help them train their AI, or else we'll have to assume you're an ebil hackers dude and won't let you even see a read-only page.
