Since the roommates are a few people deciding on a few other people, it's expected that they decide on each candidate on an individual basis, but with the larger numbers involved in a country and its immigrants, that's not a reasonable approach, so the practical option is instead to set specific requirements and exclusions with regard to the types of people who could be permitted to immigrate.
That is the libertarian way of doing immigration policy.
