Because a hate crime is a crime against the state and as such more efficiently incapacitates undesirables. It's out of the real victim's hands, if there is one, and prosecution may proceed without him being in the way. Imagine your victim is a convicted rapist and murderer out on parole. See the problem the state is solving here. Now instead of trying to prosecute you for punching a rapist murderer, they prosecute you for punching a black man from your own hate.
