Pups are often carried that way by adult dogs. This was a pup showing extreme submission and it did not object at all to the big dog picking it up for care.

No, cats too. It's the way they've evolved to be carried and they actually shut down and become more compliant when carried that way. Also if you ever have to give a dog insulin that's where you inject it.

I've seen vets use what looks like a large chip clip to keep cats stunned.

It's more of an emergency handle for adult dogs, but many mammal mothers grab their babies in this way.

I personally would not adopt a dog who behaved like that. You can see the dog urinated submissively. Most likely anytime someone new comes over she will piss all over the floor.

I'd rather get a dog that stood its ground.

There is a chance they were abused to make them like that & could improve with work, but usually submissive dogs are like this for life.
