Actually it wouldn't be that hard either.

Injecting into the bloodstream seems like an almost immediate death sentence.

I believe a lot of cases are caused by the person administering the injection not knowing fuckall about how to hit the muscle, and some of the clot juice ends up in a vessel of some sort.

Just inject all these fucks straight in the heart and they will most likely die very quickly.
