They hung someone and delivered the money. Was he the actual thief? Who knows. Was that the merchant's money or did they rob some rando rich enough to cover the demand? Who knows. Even if they got the right guy I wouldn't want to live near a ruler who dispenses that kind of mob justice.
In another story two monks visited him. He showed them the men he had impaled, one berated him for his cruelty the other declared it was the work of god. He impaled one and rewarded the other, although no one can agree which.
