The solution to this is simple: If the EU starts witholding funding from a country for protecting it's sovreignty, then that country should start witholding funding from the EU. What are they going to do? Kick them out?

$7bn, is a lot of money when you convert into rubles. As both nations were tight at the time, Russia gave Ukraine a Big piece of the action, with most of the upgraded ports and bases then being the ones in Crimea, so Ukraine jobs and tax revenue.
The new government - was very anti Russia (that's why they were put there) - and unfortunately didn't manage to keep it secret that they planned to kick the Russians out of Crimea.
This was a major problem. The black sea is of serious strategic, and defence importance to Russia, and the black sea fleet a key-stone.
Problem is, if Russia lost its Crimea bases, the black sea fleet would not have enough ports and bases to continue operations effectively (this ain't war time where you can just decide to repurpose civil ports to make do). Worse still, even if Russia spent another $7bn (which they didn't have to spend on the black sea fleet) or even doubled it to $14bn, heavy navy infrastructure is not something you can build overnight. It wasn't a 5 year plan cos Ukrainian and Russian builders are lazy...
So this would have left the Russians with an operational capability gap, for at least 2 years, maybe more...the ease of upgrade and repair was after all a factor.
