That's a normal thing huh? I tried poal a long time ago when voat was down. This guy started whinging because people had downvoted his post, pinging our accounts, sperging out about how we're all from voat because it was down, and crying how we're a bunch of women haters because we find mudsharks repugnant. Aside from this post and a few other rare occasions, I keep out of internal and competitive drama; to me these sites are all news aggregators and places to shitpost, but I do have a vested interest in wanting them shill-free. Normally I'm too busy or lazy for that and leave it to the power-users who truly care. They dropped the ball on this guy.

To answer you question, yes; once you reach "yellow" (can't remember exact level) on poal, you can see who dowvotes your content. I neither disagree nor agree with that function. It can be in equal parts useful and a nuisance.
