This is a fairly common tactic.
Couldn't outright ban automatic riffles without getting shot, so they stopped the sales of new automatic riffles to the general public.
It's a method of appeasing the people that are there and keeping a rotation of those complying coming in.
Where it's going to kick them in the ass is that they'll have a much harder time competing against other companies that do not have the requirement.
If they don't actually have a difficult time getting in people then they'll begin finding things to fire the unvaccinated for. It'll be a slow weeding out.
