Yeah it's the Pareto curve, or the stacking 80/20 rule. 20% of users produce 80% of content, and of that 20%, 20% produce 80%. That is, 4% produces 64%, and 0.8% produces 51.8%.

So! Just like the wealth distribution, 1% controlling 80% is a sign of deliberate manipulation. Natural preferential attachment systems should follow Pareto.
