Actively guided arrows would be a good weapon. SACLOS seems like it would be within the realm of hobbyists. A camera looking for a strobing arrow and sending it commands, not unlike the TOW missile system, could work. Or an arrow that looks reward at a projector similar to some of the first guided bombs. There's also a system where detectors on the side of the missile look for side scattering from a laser and adjust back to beam center. A more advanced system would take into account the curved trajectory, probably yielding longer range and depending less on straight-line glide required for SACLOS. Imagine a headshot with an arrow at 500 yards. We have the technology. Also, a small rocket such as an Estes D motor could push an arrow for miles.

I think it fair to point out that guns exist for killing. Its not the advocation of some pretty decoration used for target practice that the USAs second amendment was made for.
Yet innumerable laws surround guns. So many just to hinder and prevent their use. Those who would use a gun for situations of life and death are unlikely to abandon them regardless of the law. For those who wont kill with guns there is little difference between keeping it or not.
Gun confiscation laws serve little point beyond telling people how eager someone is to control the life of another or do things that can get them shot.

Anyone with basic tools can make a shitty slamfire gun or sheet metal SMG, but they're shitty. What's difficult is rifling barrels or creating a rifle-caliber weapon with functioning locking lugs.

It's moot anyway, because ammo will dry up long before the need arises for homebrew crap guns.
