One can then take said QR code and use https://app.getcovidpass.eu/ to generate their covid pass.

Is anyone here smarter than me who can build a QR code or a tool that builds QR codes like these?

Take that and put it into any QR code builder, and upload that QR code to https://app.getcovidpass.eu/ and you've got yourself a covid pass.
