Significant change is chaos. With enough chaos a solution is needed. The chaos will be resented and people will try to do what they can to end the bad situation. For many they will do what it takes at the expense of their liberty, privacy, and dignity. The greater the chaos the more likely that happens and the fewer people who can seek solutions without external aid.
Those who have the power and resources are able to provide solutions or at least give the illusion of being able to alleviate the situation. But at what price is the question.

Have goal. Invent problem. Push agenda. Isnt this how we got where we are? This tactic has been used countless times over because it works.
Youve seen what they can do with a potentially non existent virus. Now think of what can be done with a genuine problem.
