The tests are shipped in batches, or "lots". Each lot must be tested with a known positive and known negative sample to ensue they perform correctly. That's what you're looking at. The positive sample is labeled biohazardous because it's made from attenuated pathogen, so they label it hazardous to CYA.
Ironically, the opposite of what you're thinking is the case with viral antigen testing. They are notoriously low in sensitivity. The covid antigen tests are only 20-30% sensitive when pitted against PCR or viral culture methods.
