Belarus has been under assault by Globohomo and has been flooded with propaganda designed to undermine their government and society. This guy was likely warned, and was surely on notice being in Belaurs, about participating in the foreign coup. It's even possible that he was being direclty funded by foreign interests, as many of people have been there. We do not know this but we do know that he chose this path.

In that case, if anything's on the table I'm not sure it's even necessary to arrest someone. Ideally I'd make all property owners monarchs and all association voluntary. If someone refuses to attend court cases in a particular jurisdiction the court can simply exile them and refuse them future entry to that jurisdiction.
