It's a rather old theory that's never been shown to be a thing. Did they ever house anybody during a flood in one of these places?

Have you heard about the underground Walmart tunnels idea?
Every walmart or nearly so underwent highly questionable underground work.
The official story doesnt seem to add up.

Its got me thinking how bars, restaurants, and churches (high traffic areas) have all been historically used for secret gatherings and passageways. Who is to say the world doesnt have a larger version of that now that we have the technology?

When you have an idiot section manager that buys too much crap they have to dump it into containers outside. Actually costs that particular store a decent amount. Looks like that's probably in a heavily robbed area if they are putting up fencing and a guard station. As for hazardous materials. You store almost anything from the automotive section and they have to do all that shit. "eye wash station" osha normal bullshit.
