It wasn't because of this. Useless low status people are valuable to communist regimes because they can be relied upon to be loyal: A communist regime is the only place where they can possibly have any status, so they'll defend it viciously.

The ones he killed were ones he suspected for supporting his competitors. Commie regimes have a political structure similar to girls groups in high school, except that instead of the price of failure being that you don't get to go to Becky's birthday party, you end up in a ditch.

No, you're mixing up your commie jargon. Lumpenproles are conservative peasants and industrial workers (ie. most of them). Commies tend to get pissed that their ranks are full of bourgoisie trust fund kiddies and actual workers rarely want anything to do with them, so they lash out by killing them off, either by declaring them kulaks or just plain working them to death.

These guys aren't lumpenproles, they're cekists. Their destiny is to be enforcers of the new regime, which is a role they'll fill with gusto given half the chance. Picture if the police were all replaced by antifa.

The downside for them is that commie political orders are full of turmoil, so they constantly have to walk on eggshells and make sure they're backing the right horse. A single denouncement (true or false) and they get cast down with the regular plebs or worse.
