Do those not count as drones? I thought any RC plane counted provided it wasn't manned.

Legally they would fall w/in the restriction.

An airplane or helicopter you built yourself is going to be much harder to track for one though. An rc airplane can be much faster than most drones. Or there are sailplanes for absolute silence. Helicopters are harder to fly but have the heli advantages. Both can potentially be flown POV like a drone and have photog cameras mounted. Basically trad rc craft are kind of a forgotten more primitive tool that may prove useful.

I've been thinking for a while of making a very low energy flying wing with cameras mounted for property surveillance. Like have a couple of them, and one is always circling with regular cameras and IR warning the occupants if anyone's coming.

Could be useful places like SA, or rural US soon.

It is already an FAA rule to not fly drones over crowds of people.

If you're going to fly over crowds of people you're supposed to get their approval beforehand.

According to the article this was a new rule for a "special security reason" and Fox were banned from flying drones "in the area," not just over the crowd.
