They can do a lot with what's called fingerprinting, your device sends a lot of data to the website. They can use a combination of all sorts of different things not just your IP address. They also litter your browser with cookies, and if you're using Chrome they know exactly who you are no matter what you do. Chrome keeps additional fingerprinting data and if you try to install plugins that disguise or obfuscate any data Chrome will make a note of it. I mean if you're using Chrome and logged into Google then it doesn't matter. Or if you're using Chrome and have any cookies from Google on any of their hundreds of domains forget about it.
When Google really wants to figure out who you are they turn their machine learning algorithms on you. Because of your phone they probably know exactly where you are, whether you are near a computer, and so on.
A good way to tell if Google is tracking you is if almost every website you visit asks you to click all the boxes with airplanes or so on. Since almost every website has Google malware running that is only there to try to determine whether you are a real person. It does that by figuring out who you are, if it never knows that's pretty good.

Brave is a good option for a browser, it uses Chromium as it's underlying tech but without all the proprietary garbage and with extremely good built in alternatives to all of Google's services. Can hardly tell how much protection it is providing. You should also install ublock origin, go into it's settings and enable all 3rd party and social-blocking features, that way websites that put Google/Facebook/Twitter malware on them can't call home. Those websites then also can't open hidden iframes on the page that set cookies or track your movements.
It goes without saying to use a VPN too, use it on your phone also. It's additionally good if you use a very common screen resolution like 1080p or 4k, keep your OS up to date, and you can try "spoofing" your browser to obfuscate some of your fingerprint but I don't imagine any of these measures help that much.
Your earlier claim about captcha boxes is incorrect. Captcha pops up and ramps up in difficulty based on how little fingerprinting data your browser and OS leaks and based on your IP's abuse history, not whether its tracking you.
you're leaving bread crumbs that allow google to connect all your accounts. It could be something like having previously used your friends wifi with your google account logged or using a previously compromised IP to create a gmail. Or maybe you are using the same browsers at some point.
Best bet is to run a virtual machine and VPN/TOR the entire VM to create a new fingerprint.
