If independent actors were allowed free rein, they might actually accomplish some or all of their goals, which is the opposite of what TPTB want: perpetual crisis so they can use it as justification for their continued power. In other words, if suddenly the world's problems were solved, there would no longer be any need for authority, so they won't allow that to happen.
