Some sites want to have a heavy hand with trolls and that's their choice. The line on who to ban and who not to gets pretty blurry over time and isn't a direction that system wants to take the site.
Thats fair enough, Its his site and he can as he likes with it but maybe he needs to consider if having northseapagen larping as a child talking about all kinds of nasty stuff is the direction he wants the site to go in because that is where we are at right now and its only going to get worse until something is done, They will keep pushing at the rules until they get banned, He knows that too because its happened already, By then there will likely be less users and their goal of killing the site will be that little closer to completion.
