Same thing happened around Houston, TX last election for one of the local races. An 'Independent' candidate (that never campaigned) was on the ballot with the same name as the Rep candidate. Diluted the vote and surprize! the Dem won.

they took it a step further. I guess Russians have their picture on the ballot so they found two guys who look just like the other guy and had them change their names.
