I would imagine a negative trend between quality of alt (pass ability) and the volume of alts. Either way the votes being public would force them to adapt. Low level shills wouldn't be able to operate at a magnitude to go unnoticed, as all it would take would be a close admin look at a users vote trends. Its a useful piece of info to keep track of. Base users would still be able to identify low level shills or petty users. Therefore only the funded groups would be able to operate in any meaningful censorship of opinion and thought via vote manipulation.

We should consider the ramifications of making their job harder and what adaptations would be implemented in response other than increasing alts count which has its own issues. Venom antivenom

Raising the bar on features also grants them greater effectiveness at blocking users from features, however i would think that a real user would be able to navigate that increase in a reasonable amount of time. Which would put further burden on scalability for the shill.
