No they can't. They can target a large hostile crowd, but they can't pick off an individual who shanked a cop, took his gun and ran. The US air force is proof positive that air supremecy can't hold ground.

The real problem is that currently around a hundred people will see the cop being shanked, and instead of looting his gear they'll call an ambulance and send photos of the perp to the authorities. Once that changes they'll start losing the battle.
