You do not understand how advertising is created. Or how roi is generally measured.
If you want a new advert, you (the company) put it out to tender, you will provide a spec and get 10+ agencies come to your office and present their 'vision'. This will usually involve story boards, mood boards and stats etc.
You (the company) then decides which idea and agency they like.. And go with that. The agency then developers and executes that idea, taking on board changes you have requested.
Industry bodies only exist to give out bs awards, provide directory services and general industry / member pr.
