Never localize the timestamps in chat

makes it easier to compare pastes from different users and don't have to worry about leaking timezone information

Why store time as anything other than an integer, I'll never understand the point of storing dates and times as anything else. An integer can then be converted to anything.

Sane people store it as an integer but I'm talking about the human-readable HH:MM AM/PM format in chat.

UTC obviously. UTC+2 would be Berlin/Zurich. Somewhere in that range would be good. Those are white timezones.
