None of my votes seem to "take." The number remains unchanged despite the arrows changing color. Is this a known problem, or am I missing some step or procedure?
I've had this problem for quite awhile. Mine don't "take", and if I refresh it no longer indicates the arrow color changed. This is the first time anyone else posted anything so I thought it was just on my end.

• not logged in any more and you had two windows open
• exceeded limit on person you are harassing
• 7 day block on person you are harassing not eleapsed
• the downvote draws first, but then in background it tries to apply to a database. So there is always a delay of a few moments, but in your case its eternal time due to some anomaly
I have one window open and still logged in, trying to upvote. The arrow changes color, but the number doesn't even after waiting a while and refreshing the page. It's been like this (for me at least) for a couple of months.
It's not a big deal (just Internet points, after all). But still, it'd be nice if I could vote.
