I wonder if that image is blacklisted. Fortunately, I know a thing or two about how those systems work. They use a fingerprinting system (so that they can match parts of the image, as well as it saving dragnet database space), so just a touch of noise causes it to fail.

Off the top of my head... since paper material is lighter, perhaps it got blasted away (the particles that were far enough away from the heat) and floated back down, instead of being mixed with all of the molten steel. Idk if that makes any sense though.

My rational explanation as well, minus the "molten steel" part. Jet fuel doesn't melt steel, if it melted something else did it like thermite.
