This reminds me of audio, people look at the sampling rate and say, "You can't hear more than 20khz". Correct, but with better sampling, ex. DSD or pure analog, you notice a difference especially with a good hifi system. The difference is hearing it through speakers and actual pure transparency indistinguishable between real life.
This is where I learned to not trust the measurements, aka the 'science'. /rant
Are you being ironic or do you have some kind of eye condition? The difference is VERY apparent. You can test it yourself. Just watch video footage of anything at 24fps and at 60fps and you'll be able to see right away. If not, you may want to seek medical attention mein neger.
For playing games specifically, higher frame rates help with lower input lag, which is especially important for fast paced games.
Are you referring to the entire computer, or some ancient tech I'm not familiar with? There's no $400 wire you need for 60fps, any cable from this millennia will do.
A movie filmed at 24 appears smoother than CG at 24 because the movie camera had an exposure time for each frame, during which any movement in the scene causes a beneficial blur which the brain reconstructs as smooth motion.
The CG is just a series of perfect stills, so either it needs blur added somehow, or just needs to be faster.
Additional: I would counter-claim that any human who can drive safely can also see the difference between CG at 24 and at 60 easily and with repeatability.
