I'm more worried that FEMA is going to send some type of over-the-air update to TVs in some sort of hack. I heard from somewhere that the broadcast could keep your TV from responding and you'd have to unplug it for 10 minutes and plug it back in. I don't know any other reason for that to happen unless they are somehow going to load software onto it.
They need to make sure everyone gets the message when they announce aliens have landed and you all have to stay in your home forever more and will be shot for trying to escape.

Wireless/cell tower broadcast will last 30 minutes, TV will last 1 minute.
