Go to account options https://www.voat.xyz/accountoptions.php and click enable for "Chat to Speech". It only works in the full sized chat https://www.voat.xyz/chat.php?chatview=full

I tried it and it was enabled by default but it still didn't work for me.

It's dependent on your os and browser.
