However if money is coming in from another stream (conditional on him spending it), then he would gladly spend like crazy, and it looks like it's coming from his personal stack. Meanwhile on paper it looks like his personal stash is shrinking and he's actually converting it to dark money that is untracked.

China pays him $1 Billion, he spends 990 Million on propaganda in the US. He pockets 10 Million. Has successfully converted 990 Million into dark money not associated with him on paper. Subverts the filthy goy as a bonus.
