Sadly, JIDF/ADL/SPLC/ShareBlue has used "gibberish" attacks of a wide range of types in the past to other sites. On this site, they have over 400 dormant, older curated accounts they can use , one at a time, in rapid succession , as each prior one is blocked or banned.

post throttle to 10 posts per 12 hours eliminates it all because allows natural downvoting to occur without hitting limits.

system merely has to do a posting throttle, perhaps also heeding a few metrics from past 72 hours of any user.

EASY TO FIX using a post throttle that tallies up the last total posts per 12 hours.

That would burn most of their curated accounts one at a time rapidly.

Just bring back all the old voat rules, old voat wasn't anything like this.

100 points before you can DV or post was the best thing about old voat.

Make it so privileges only unlock by posting on the main sub verse channels, you can still earn points from smaller subs but they don't count towards anything until you have earned 100 points from commenting in main subs.
